The Citroën ë-C3 Electric 113 Urban Range wins this ranking at €20,290, with 246 km of real-world range and 100 kW DC charging that nobody else offers at this money. The Renault Twingo E-Tech follows closely, and the Dacia Spring remains the cheapest to own over four years.

I stopped looking at sticker prices. In this bracket they say very little: two cars €600 apart on the price list can swap places after four years, and the cheapest car on the Belgian market arrives without air conditioning. So for each of these six I added up the list price recorded this week, the electricity for 60,000 km at that region's rate, and the regional taxes. The result fits in one table, and it does not look like the ranking by label.

What counts as a cheap electric car in Belgium?

A fully electric model whose Belgian list price, in entry trim and excluding options, stays under €25,000 including VAT. Only six cars fit that box on 14 September 2026, and two of them have dropped out of it since the spring.

The threshold does not match the city car segment. The Fiat Grande Panda is 3.99 m long and belongs among urban crossovers, the Renault 5 is a compact by interior measurement, and the Twingo seats only four. For a ranking by size rather than by budget, the small electric car page handles the question differently.

Prices move, and not all in the same direction. Since our earlier surveys the ë-C3 has shed €3,010 and the Grande Panda €1,090, while the BYD Dolphin Surf gained €1,500 and the Hyundai Inster €1,100. So the two Chinese cars meant to break prices have left the bracket, and the two European ones have entered it. Few lists have recorded that reversal.

What criteria separate these six cars?

Five criteria, with unusual weight on the first. Full four-year cost counts for 35%, because in this bracket a buyer looks at their bank account before the spec sheet. Real-world range follows. Rapid charging counts for what it is actually worth, meaning what is included in the version quoted rather than the option on the top trim. Boot space and standard equipment close the list.

What holds it back

No heat pump, not even optional, anywhere in the range: on the motorway in January, range falls towards 180 to 200 km. Home charging also caps at 7.4 kW single-phase, which makes a three-phase wallbox pointless. And Euro NCAP had published no crash test for the electric ë-C3 at our latest check.

Best for

A household that wants one car for everything, with two or three long trips a year and a socket at home.

What holds it back

The 50 kW rapid charging belongs to the optional Advanced Charge pack. Without it the Twingo tops out at 6.6 kW single-phase and only suits short trips with overnight charging. Add four approved seats only, 204 L of boot with the bench up, and 203 real km that rule out motorway hauls.

Best for

An urban driver who parallel parks every day and covers less than 60 km, usually alone or with one passenger.

What holds it back

€3,610 more than a ë-C3 for the same battery, the same power and the same range. The boot and the three-phase charger justify part of the gap, not all of it. Over four years the Grande Panda comes to €28,442 against €24,832 for the Citroën, the third-highest ownership cost here although it is fourth on the price list.

Best for

A family of four wanting the versatility of the ë-C3 without fighting the boot on the way back from the market.

€29,169 over four years, the highest ownership cost of the six, for only 240 real km. Two recall campaigns since launch, including a traction battery replacement on cars built between 12 December 2025 and 28 January 2026. Rear seats are cramped and rapid charging caps at 80 kW, against 100 kW on a ë-C3 priced €4,610 lower.

Best for

A driver who enjoys driving, accepts paying €4,610 more than a ë-C3 for a multi-link rear axle, and mostly covers town miles.

18.3 kWh per 100 km in real use, the worst efficiency here, which means €1,038 of electricity a year in Wallonia. The result: the Twingo, sold €600 dearer, comes out €489 cheaper after four years. Add 36 minutes from 10 to 80% and a 210 L boot, two of the three worst figures in the group.

Best for

A household second car, for short regular trips, bought by someone who looks at the sticker before anything else.

What holds it back

The Essential Electric 70 trim at €16,990 leaves the factory without air conditioning, without a blind-spot sensor, without navigation and with a rear bench that does not split. The rapid charging socket also depends on the trim, and where fitted it caps at 30 kW, meaning 56 minutes from 10 to 80%. With 169 real km, this car is made for town and nothing else.

Best for

A driver covering less than 60 km a day, charging at home every night and never needing to leave their province.

Price, range, charging: the full table

One column needs explaining. The Twingo's 50 kW DC charging belongs to the optional Advanced Charge pack: without it the car only charges on AC, at 6.6 kW. Same logic at Dacia, where the rapid socket depends on the trim. On the other four, the quoted power is that of the version at the stated price.

What does each one really cost over four years?

From €21,078 to €29,169, taxes and electricity included, for a Walloon driver covering 15,000 km a year and charging at home. The €8,091 gap between first and last barely exceeds the list-price gap, which is €7,910.

The calculation adds three items. The Belgian list price recorded this week. Four years of electricity at 15,000 km, based on each car's usage consumption, itself derived from capacity divided by real-world range, then multiplied by the cap the CREG (federal energy regulator) set for the third quarter of 2026: 32.22 c€/kWh in Flanders, 35.68 c€ in Brussels, 37.83 c€ in Wallonia. And regional taxes, namely €50 of registration tax (TMC) and €107.18 a year in Wallonia, identical for all six.

The conclusion is more qualified than I hoped, and I give it as it stands. In this bracket the sticker price still decides nearly everything: €8,091 of spread on arrival against €7,910 at the start, so running costs moved only €181. One pair does swap, and it is worth the detour.

The Renault Twingo costs €600 more than a Leapmotor T03 at the dealer. Four years later it has cost €489 less, because it uses 13.5 kWh per 100 km where the T03 drinks 18.3. Over eight years of ownership the gap approaches €1,600 in the Twingo's favour. No list of cheap electric cars mentions this, because none of them runs the numbers.

The sticker price does not always buy air conditioning

Here is the point that surprised me most while building this ranking. Below €20,000, the version shown on price lists is not always one a Belgian driver would agree to keep. Four examples taken from the Belgian specification sheets.

  • Dacia Spring Essential Electric 70, €16,990: no air conditioning as standard, no blind-spot sensor, no navigation, and a rear bench that does not split.
  • Renault Twingo E-Tech Evolution, €19,500: the 50 kW rapid charging belongs to the optional Advanced Charge pack. Without it the car tops out at 6.6 kW single-phase, meaning an overnight charge and nothing else.
  • Citroën ë-C3 Electric 113, €20,290: no heat pump, not even as an option, anywhere in the range. In January, on the motorway, range drops towards 180 to 200 km.
  • Leapmotor T03, €18,900: 18.3 kWh per 100 km in real use, the worst efficiency of the six, which means €1,038 of electricity a year in Wallonia against €766 for the Twingo.

None of this is scandalous. A car at €16,990 has to sacrifice something, and Dacia makes no secret of it. But a ranking that compares sticker prices without looking at what they contain is comparing different things, and the buyer finds out in the showroom.

Six cars, one identical benefit in kind

All six pay exactly €140.83 a month as a company car, or €1,690 a year. The 2026 electric formula puts every one of them on the legal floor, and €7,910 of list-price difference changes nothing on the payslip.

The formula is list value × 4% × 6/7, with a taxable minimum of €1,690 a year. It only clears that floor from €49,292 of list value upwards. On the Renault 5 at €24,900, the dearest car here, the scale gives €854 a year, half the floor. Which is to say the calculation serves no purpose in this bracket.

The consequence is counter-intuitive and worth stating plainly: as a company car, choosing the €16,990 Dacia Spring over the €24,900 Renault 5 saves the driver strictly nothing in net pay. The saving exists, but it sits with the employer, who carries the lease. An employee with a choice therefore has every reason to move up, which explains why these six cars sell mainly to private buyers.

Five models left out, and why

  • MG4: €37,490 on the Belgian price list, €7,500 above the figure that circulates on most affordable electric car lists. The gap comes from French pricing, which was never the Belgian importer’s.
  • BYD Dolphin Surf: €25,490, pushed above the threshold since our spring survey, when it stood at €23,990.
  • Hyundai Inster: €25,599 on the 2027 model year, against €24,499 a few months ago. Out of the bracket too, by only €599.
  • Kia EV2: €26,690. The first electric Kia under €30,000 still sits above the line.
  • Leapmotor B03X: announced at €24,900, so eligible on paper, but its Belgian launch was under way at the time of the survey and its national specification sheet remained incomplete. It will join at the next refresh.

Three blind spots we accept

  • Discounts and leasing terms. They change every month and differ from one dealer to the next. A list price stays comparable, a promotion does not.
  • Insurance, servicing and tyres, deliberately left out of the four-year calculation. They depend too much on the individual driver to belong in a shared table, and they would reverse no ranking here.
  • Residual value. On models launched in 2025 and 2026, the Belgian used electric market has not yet enough history to produce reliable figures.

Does the MG4 count as a cheap electric car in Belgium?
No, and the confusion is common. The Belgian Moniteur Automobile catalogue places the MG4 between €37,490 and €42,990 as recorded on 14 September 2026. The €29,990 figure circulating on many lists comes from the French market and never matched the Belgian importer’s price. The gap exceeds €7,500.
Can an electric car under €20,000 handle Belgian motorways?
With difficulty, and certainly not in one go. The Dacia Spring holds 169 real km and charges at 30 kW at best, meaning 56 minutes from 10 to 80%. The Leapmotor T03 holds 204 km at 48 kW. The Renault Twingo can take 50 kW, but only if the Advanced Charge pack was ordered. For a regular Brussels to Arlon run, aim for the ë-C3 and its 100 kW.
Do you pay less tax with a cheaper electric car in Belgium?
Almost none. Registration tax (TMC) and road tax on an electric car depend on neither price nor power: €50 and €107.18 a year in Wallonia, €61.50 and €102.96 in Flanders. As a company car, the six models here pay the same benefit in kind, €140.83 a month, because the electric formula puts all of them on the legal floor of €1,690 a year.
